You can only fight so many battles at once. If it takes up some of the other sides legal resources, that means they aren't directed at other things. I'm not sure if he's that tactically astute, but it would be a good play.

I think Trump is playing a game of "overwhelm the opposition".

They only have so many resources, and the federal government has a lot more.

Force them to try to fight on 100 different fronts at once, and they're going to have to pick and choose what they drag into court.
