Near the end of President Trump's first term, all of the legal scholars interpreted Burdick v. United States, 236 U.S. 79 to mean that accepting a pardon is an admission of guilt. Now that the pardons have been issued by Biden, the interpretation is not clear.

The way things have been going, Cuomo will not step down, will not be impeached, but rather will be elected to another term and will make it a crime to accuse him of any type of wrongdoing whatsoever.
