As a holster maker I don't recommend any 'Softening' agents to be used on holsters. They are stiff for a reason - for proper retention of the firearm in the holster. A slightly damp cloth is about all I would use to clean and if it's showing signs of wear then an acrylic clear sealer can be used...
I was theorizing a worst case... but it's not so plain to me as its in writing on the safe act website. Still room for left leaning law enforcement to cause a person a lot of hassle even if it has been overturned. It should be changed on the site. I tried to read the safe act bill a while ago...
Hmmmm... charged with a felony, put in jail, guns confiscated. Pay bail, pay attorney, wait forever to get your guns back after winning the case. Not worth it to me.

I think if its county property.... buildings, parks, etc then carry is not allowed ever. The rest should be looked into if you care to be legal.
