Even if they somehow managed to ban all guns there would be two types of people that would refuse to turn them in, the first group would be criminals because they don't care about laws. The second much smaller group would be 2A believing patriots, unfortunately both groups would be considered criminals but one would be hunted down and the other wouldn't be!
