VA is similar to NY in that you have 1 major urban area with the majority of the states population and an outsized amount of influence and even though the rest of the state does not agree there isn't anything they can do to stop it.

I have noticed they all say federal civil actions. I’d assume that means if it’s a criminal act they can still help no? Essentially this means it’s a non criminal act. I can’t imagine being here illegally is a civil actions
