In NY up until a couple of years ago it was perfectly legal to make your own guns at home. While I lived in NY, I made quite a few rifles and pistols, never put serial numbers on the rifles, but did stamp the pistols so they could be put on my pistol license. I have one full caliber card with my name as the manufacturer.
There are thousands of home made guns in NY that were made before the law changed and NYS has no idea how many there are, who has them, and when they were made. Fun Fact: Factory guns made before 1968 were not required to have serial numbers. There are a boat load of factory “ghost guns.”
NY is a lost cause when it comes to the 2A, it will take a seismic shift in the political landscape to bring the state back to a sane place to live. A Supreme Court decision isn’t going to do it on its own.

NYS has held totalitarian control over Handguns for over a hundred years and any threat to that control must be stopped; someone buying an 80% Frame and completing it without the permission and notation from the State IS a threat to that control.Why did they mostly ban ghost guns?

Your timing is a little off, privately made guns we’re not banned in NYS while that shit for brains Andrew Cuomo was Governor, who resigned in Aug of 2021.Onondaga County DA Fitzpatrick, was the spark plug to get ghosts banned in NYS under Cuomo.
