The "compelling reason" is what bothers me the most. Do I need a compelling reason to speak freely? … to be safe in my person and my home? etc. etc.
I understand your response, but you are ignoring the increased cost of infrastructure == more schools, increased traffic load, law enforcement, public transport, road repair, etc etc.

It would be illegal. No doubt! But the discussion was about the law -- NYS doesn't call rifles and shotguns "firearms." I suspect the author of the proposed law is ignorant of that fact.. and more.
