Now that I look at the Roni closer, the charging handle appears to sit behind the glock slide. You might be able to rig something that occupies the opening that the roni charging handle moves in (arresting the action) but can be actuated away when manually loading the next round.
I like the Roni, if you could find a good way to make it bolt action I think you're good to go. Does the law explicity say the rifle has to be bolt action? If it can be just a single shot I think you're good to go. If it says bolt action you might have difficulty. Looking at how the Roni...
