If a guy wanted to build a wall-hanger DP28 (the Russian WW2 light machine gun) while obviously using a dummy receiver, is the round pan magazine legal (it ordinarily holds over 20 rounds) since it is over 50 years old so long as it is either registered or modified within 30 days of receipt?

Just fill the magazine with cement or some sort of epoxy. It will no longer be a magazine that fits the description below in the law.

23. "Large capacity ammunition feeding device" means a magazine, belt, drum, feed strip, or similar device, that (a) has a capacity of, or that can be readily restored or converted to accept, more than ten rounds of ammunition.

I'm not a lawyer, but as far as I can tell this is indeed correct; so long as it's "only capable of being used exclusively in a firearm, rifle, or shotgun that was manufactured at least fifty years prior to the current date". That seems like yet another badly written bit to me (though not as badly as some), because how can one really know this ? All you can really confirm is that none capable have been mass-marketed. Eh, it's all dumb though.
