D.C. Police Take Over All FFL Transfers On Mayor's Order
Washington, D.C.'s Mayor Bowser issued an order allowing the Metropolitan Police Department to function as an FFL while there is no other commercial FFL in the city.
What's the legal framework and precedent for cops being the FFL? I don't mean individual cops who happen to have one, I mean the actual governmental agency.

I know that here, for years, the NYPD equipment section sold our duty guns thinking it fell under the same laws as apply when issuing them to recruits.
In 2016, I bought my Glock 19 ridiculously cheap while at a DV conference at the academy, which I then switched to from the S&W 5946. Two months later, the Feds told them that what they were doing was illegal. They only had authority to purchase and then issue guns to cops for free, not sell them. They haven’t sold guns since.
I don’t know how that applies for this arrangement with DC, but that’s what happened here.

Wait they issue 17’s with 15 round mags?!No you keep the guns. When I started I chose the S&W, so that was my free gun. Fourteen years in, I decided I wanted to retire it, so I bought the Glock, but if you want to switch, it’s on you unless your original breaks and can’t be repaired. They were about to approve the 17 but since the mags are 15 regardless, I didn’t see the point.

Get rid of spare mags then I guess?It was explained to me that they did it for uniformity purposes when investigating shootings involving multiple officers with the different guns.
Right. So it’s to be able to investigate how many times each officer shot? I guess I still don’t get why they all have to have 15 rounders. Can’t an investigator count past 15? Look at a 17 round mag, see three left in it and do the math? I’m not getting it I guess.The mags are the same as 17 mags just blocked from the manufacturer.
