Politicians under the pseudo Banner of "Doing something about Gun Crime" (guns don't commit crime, criminals do) so under the pretense that manufacturers and Distributors will send a gun to anyone without a paper trail through people Federally Licensed that they threaten to sue as though it routinely happens (which it does not) and for advertising, that's completely subjective with more ambiguity than what constitutes pornography. In the end it's all about Money and whether it's cheaper to settle than to fight; the State uses the misery of it's Citizens as justification for actions it truly doesn't give a fuck about, but does want that money.
