I thought you could pickup litter/garbage at the side of a public roadway?

They said that the pole and camera was already knocked over and it sat for 2 days. To me, that stuff is garbage.

Furthermore, I didn't see anywhere in that video stating "Do not touch pole/camera!" or any signage regarding it.
