It's not just they think they can get away with it. This is a part of the Western strategy to drive a bigger wedge between people who normally were culturally close or the same. During initial Donbas rebelling Ukrainian military proved to be ineffective, some were disarmed by shaming from civilians and some even switched sides. This is why units like Azov were formed. The West has accepted the dangers of arming and training radical fanatics because they are effective. Eventually these people will turn on Western society after they are abandoned. The price will be paid by the average shmoes and the architects of this conflict will act as protectors. JUST LIKE IT WAS AFTER 9/11.
