Well, there is the fact that every time the rest of the middle east tries to gang up and attack Isreal they get their asses kicked.
Isreali nukes are a good doomsday option, but their conventional military is enough to curb stomp any of their neighbors if they needed to.
100k rockets could overwhelm the iron dome, sure. But that would be a terror attack and not have any real military utility.
It would hurt the country of Isreal, but it wouldn't degrade their military abilities significantly. The response would utterly devastate the attacking nation, without using the nukes.
