Dealer out of state will except the rifle with a copy of my driver's license. OR

Depends on the FFL.

Call the receiving FFL and see how he wants to proceed.

If the dealer will accept a copy of you DL then you can send it direct and no FFL to FFL necessary. Copy of your DL packaged with the firearm.

However, before you ship, the FFL should email, snail mail, send a fax, etc. a copy of his license to you. You then go to FFL E-Z check and verify his license is valid. Then ship to the address on the license and no where else.

Maybe selling it local seems to be a better idea

@lonewolf5347, How is selling local a "better" idea? Keeping in mind that a restricted or registered firearm in NY may be perfectly legal and not restricted in many other states...

Seems pretty straight forward selling to an out of state FFL dealer. Get payment, verify license and shipping address, ship... Of course some may find the packaging and trip to the post office to be a pita but is actually a piece of cake.

Selling to a local may involve some travel and setting up a time for everyone to meet at FFL to facilitate the transfer. What ever works for you.
