Or, is it possible that the snipers posted in the building, below the wouldbe assassin, fired shots at the crowd behind Trump thinking someone there was the bad guy?

Except if you look at the pictures of the building the snipers weren't below Crookes.
As was stated, the snipers were stations on the 2nd floor. The building Crookes was on had no 2nd floor.
The snipers were stationed BEHIND Crookes and should have been able to clearly see him as they monitored the crowds.
Subsequent shots that appeared to be directed toward the crowd could have been these snipers attempting, badly, to take out Crookes on the roof right in front of them.

But even still, the notion that 99% of members of an organization need to be compromised in order for the org to be compromised on balance is a false premise. If that's the litmus, most would see it as implausible and then dismiss the premise altogether.

Compromise/corruption is just another form of control that diverts from accepted norms...big deal they didn't update their mission statement. Not nearly as many are needed in key positions to corrupt an agency. Compromise, compartmentalization and coercion strategies have been perfected over the years. Most of the people developing tanks and working on the Manhattan Project had no idea what they were doing. I'm sure from the Japanese perspective it was corrupt.

Correct, they were not directly below him, they were on the 2nd floor of the building slightly behind the building he was on. Although i dont believe they had a clear line of site to the roof top of the building he was on.
