My best guess is that he's hoping a few out of State hunters will travel to Oklahoma, buy an expensive non resident license, and spend a few days and nights eating in restaurants, drinking in a bar, and sleeping in a hotel all providing OK with a bit of much needed revenue. Perhaps a few enterprising landowners will set up guided hunts with room and board.
