My guy charges $75. Maybe next time, I will use an out of state FFL where I have my non-resident permit and purchase necessary items there instead. I will have to check if the out of state FFLs will allow that (as long as its legal in NYS, that is).

I have all of my stuff that is 'questionable but legal' under NYS law shipped out of state. Unenforceable. This way, if I am questioned while NYS, it's legal but they will wonder where I got it from. There is nothing illegal about out of state purchases (yet).

PSA, PA, BCA, and many others will sell complete uppers. It's the stripped/full lower portion that you need to worry about where your FFL gets involved.
