Your FFL does the check and if you get delayed or denied it becomes their problem. Not monetary because you paid for it but if just delayed and get proceed , no problem. If delay goes to "open" or denied it is a problem for you and the FFL to work out. NICS checks MUST be done in person.

Yep, people only see the background check part of a transfer. There are other things the FFL must do after the check and actual transfer especially in the case of a handgun. Fact is time and paperwork add to the cost. $10 simply won't make an FFL want to do a transfer.
