I think economically the refunds are a bad idea. But I also think politically they're necessary. The tarrifs are a necessary tool to offset and discourage other countries taking advantage of us. But the average voter won't support them unless they see a direct personal benefit.

There is no extra pay for it, but if you take that time off during the shutdown it doesn't get debited against your time off. So, if you took a week off in September, it cost you a week of time off. If you take it in October it doesn't.

What I'd rather see is an end to these omnibus spending bills. Make it a requirement that the spending for a bill is authorized in the bill itself. The entire government budget being held hostage bianually for a "must pass" bill is *not* how this is supposed to work.
