The corruption is benefited by inefficiency and refusal to meet required standards. NYS STILL cannot show where TAX DOLLARS are going. They cannot file a report....because they can't find the data. Convenient or just an indicator of inefficiency; doesn't really matter. Why would each town/ village/ individual have to meet a requirement the larger and better funded element cannot.
