I don't like the idea at all. The narrative framing of the entire legitimacy of the 2nd amendment doesn't need this.

This appears essentially an extension of LEOSA, and I strongly believe current and former SF Soldiers already carry, it's States like NY that would gladly jam them up for not knuckling under the State's demand for total control and permissions...again, it could be a step towards National Reciprocity for all CCW which could later extend to out Creator Given Rights, the ones Government was prohibited infringement upon.
