I am thinking the story of fountain repairs has merit. The jersey barriers have what looks like a wood panel on top of them, its certainly nothing that would keep people or a "blast" as previously mentioned at bay. The back side out of the public view is just plywood. I have seen no photos or video showing walls being erected anywhere other than a circle around the fountain.
Why they would want/need a 10' tall screen to hide construction is anyones guess. My only thought is to ease security screening. If they have an area that the workers cannot easily exit to the grounds they can have an open gate for work to be complete.

From the first one, I would think it would be a flashing hazard light on a piece of machinery or something. Looks orange in color.

The second one appears like it's from a camera flash.

Honestly, not sure. Those are my two best guesses.
