The problem with being an outlaw gang is that you also can't call LE to investigate crimes committed against you.
So, if some member of that gang was murdered in "their" apartment building, they would have to either investigate and punish the perpetrator themselves, without any of the tools that LE has available to them, or they would have to call LE who would have to investigate the crime scene in that building, and at least make note of any other crimes they found evidence for in the process.
So, not sure what they do if their members start dropping from sniper shots from a block away.

This could be entirely BS thinking, but I wonder if Bukele’s breaking the back of MS13 in El Salvador has created a bit of an underground power vacuum. The puzzle pieces fit, I just don’t have enough info to infer this as fact. Take it as speculation.
It's all about chaos - especially between now and election day - this was planned.
Gangs in many large metro areas have a long generational history, whether it's Chicago, NYC or South Central LA.
They've killed each other willingly for a long time - they'd have no cumpunction about capping a bunch of Venezuelan interlopers.
The interesting interaction will be between the long established Hispanic gangs (like 18th Street, Latin Kings or Surenos) and the newer Venezuelan bunch. Many are allied with La mMe.
Interesting to see that MS-13, which doesn't have a particularly long history in the fUSA, doesn't like the "new guy in town".
But, given that MS-13 now an arm of La eMe (Mexican Mafia), the cities may turn into complete killing fields.
La eME doesn't like its profits fucked with.
It is sad that many innocents will be harmed in the cross-fire.
