I think I would rather it be a super majority to over rule the order. As much as I hate executive orders if used properly for matters that need to be done fast should be of high importance. Therefor I think a super majority to over rule.

I don't know if it applies to EOs.

It seems to be written to allow congressional review of all regulations and "guidance" pushed out by bureaucrats. Which, IMHO, is exactly as it should be.

The point in the article, I think, is that Congress was to be informed of all such things by the issuing agency submitting a report to Congress and, in most cases during Obola's regime, this was not done.

Thus, those regs, etc can be made null and void by a majority vote, which seems appropriate for the executive branch trying to "end run" the legislative branch.
