They want to use them for leverage, but if they go on too long people start to wonder why we need to start it back up again.
Which is why during a shutdown when they're in the white house they'll actually spend *more* money to create visible signs of the shutdown.
The one I remember is then closing the Vietnam Veterans Memorial for a shutdown in DC.
There is no cost to keeping it open, it's not manned. They had to specifically send people out to rope it off to shut it down.

I went to Drum last weekend and things were running pretty much as they always have...The Federal Police were all working even though they won't get a paycheck, they will be paid once Funding is back up and running, it's less than ideal, but we knew what we were getting into when we swore the Oath, and while it sucks there are those that still believe in the concept of "Duty".Making cider this weekend and none of my kids will be able to make it. All are either directly or indirectly affected by the shutdown. However they are unwavering in their support of the current administration.
