First off, as a former FFL in this damn state, this article STINKS to F'in high heaven. The state is using tax payer dollars to sue a gun store. There is NO need to sue to close a store.
OK, I will try to be civil. first off, an investigation would have been done by the feds after each break in. I can almost gaurantee there is more to the story than this VERY BIASED so called news article presents. An outside door left unlocked, was it a storm door, was there a secondary steel door and so on????? Let me tell you the state does NOT have clear and concise guidelines as to meeting their standards from the very illegal laws passed in 2022. A window left open, hmmm, was it used in the break in, was in secured in any other way? I could go on. I do have first hand experiance in dealing with the state and feds.

BATFE does NOT have Camera requirements, NYS does, but not the Feds.
One is not required to have a NYS Dealers Licenses, but it is strongly recommended, additionally the applicant has to first secure a FFL prior to applying for a NYs Dealer/Gunsmith Licenses.
The State will have a hard time prosecuting as a crime, (lack of guidance given to the Troopers assigned to inspect Dealers) so they'll try suing the FFL. and his Insurance Company.

OK, so I committed an infraction by not having a working camera, I'll pay the Fine, but suing me in Court because MY SHOP was Burglarized and the Contents sold/used ILLEGALLY by Persons ostensibly ineligible to have a gun and likely used to commit more highly illegal crimes shows just how ass-backwards this State IS! So the Pharmacy gets broken into (high security, cameras, locks & bars, controlled access, etc.) bottles of Narcotics are stolen and sold on the Black Market, so now demands are made to close the place down...makes a lot of sense doesn't it? You DO know that Dealers often take or Book Guns out of the Shop for various legal and legitimate reasons...Right? (Gun Shows, Sporting Events, Banquets, etc.)
The FFL is the responsible person for every Gun in his Bound Book, and there is leeway to how it's handled...sounds to me like you've taken the "every gun dealer is a sleazy, Law Breaking Criminal like they depict in the Movies, well it just isn't so.
Both smart and not so smart people take steps and measures to insure the safety and security of their Gun Businesses as the losses can easily be insurmountable, and unlike Jewelry Stores that have insurance against thousands of Dollars in losses, Gun Shops don't have it so easy.
BTW: I have visited MANY Shops across the Country and have decades of involvement in the Industry, so yea, I've seen a thing or two.

As to inurance, NYS has done back door deals to make it difficult, at best, to get coverage for a gun store. The choices are limited, either a very expensive big corp. or find a co-op that still has some American values. Either way, it is not cheap or easy. Coverage is explicit. I am going to say, based on my experience, the insurance company did an evaluation after the first break in. Any kind of claim seems to warrant a visit, whether it is medical or goods related. They do not like claims.
The guy might be a jerk, careless with security, I don't know but I do know this situation is wrong on a multitude of levels and it does not require a great deal of thought or research to figure it out.

NYS Legislation requires gun shops to have cameras that capture the entire transaction process; passed on May 24, 2023.
I have never been to a gunshop, small or large that does not have cameras and locks on the doors.
They are likely looking for evidence of exactly when the guns were loaded and shipped out..likely days before the report was made.
