The article does not conclude China is selling arms to Russia. The article was updated after the cargo aircraft were tracked and observed at their destination. Reports emerged confirming the Chinese aircraft delivered Chinese HQ-22 surface-to-air missile systems to the Serbian military. Serbia reportedly chose the Chinese HQ-22 over its approximate Russian counterpart, the S-300, in a surprise move. The cost of the systems as well as Belgrade political inputs could have been a major factor for Serbia to not purchase SAM systems from Russia.
