There is enough law enforcement in DC to form an infantry division.

They don't need military.

Fort Knox is an Army Base. The military can't be used as civilian law enforcement, but they can enforce law on military bases, and defend them.

The White house and grounds are probably considered a military installation as well. The Marines stationed there can certainly safeguard the president, but they aren’t going to be enforcing laws.

If the Marines need to get involved they won't be arresting people.
