NICS isn't enough, they want you to pass two database checks to purchase a firearm OR ammunition.

It's a no ammo for people prohibited from owning firearms. California has a similar law. Can't legally possess a gun can't legally possess ammo.

Ah, but notice the onus is solely on the seller. Of course the state has no burden to assure that this database is accurate, complete or even finished.

I spent a large part of my former career creating, administering, querying, and mining databases, and it's really not that hard. In this case (as others) bureaucracy is actually our friend, as it is the antithesis of any efficiency. Add the fact of the idea that people might actually subvert the data (how many households have guns?) and .GOV could be woefully misinformed.

Also, if they are trying to fast track a 100% black market for guns in NYS, keep it up, assholes.

Nope, they don't need to register guns for this. They are going to create a "no-gun" database of people who don't have guns. If you're on the no-gun list, then you can't buy ammo.

What's that? You say you're on the list by mistake? OK, we'll get that cleared up. Mind you, there's a backlog for the database updates, but I'm sure we can get it fixed in a few months, assuming we ever hire someone to fill the job responsible for that.

Yep, make sure the real criminals don't make it to the list while the law-abiding "mistakenly" do. It'll work perfectly in FUAC's eyes and you'll have to fight for months, maybe years and drain your savings to get your rights back - basically the NYC/Long Island model enforcement model.
