There is absolutely no way I would "wait to get bit" by the damn dog. I'm a dog owner, I love dogs. If a dog is charging me or my own dog for that matter, I don't see why someone wouldn't be absolutely justified to protect not only your dog, but yourself as well. Obviously this lady shouldn't be walking two large dogs that either aren't well trained (obviously, they charged another dog from a distance) or she cannot control. It is 100% her fault. German Shepherds are an intelligent breed and really aren't terribly hard to train. To say that he should have waited for the situation to get worse is just stupid. I'm sure they didn't try too hard to find a witness with a different perspective, or at least they didn't air it.
