They have Bills already made up, just itching for a crisis to exploit with them....Look at the SAFE Act that was out and passed within days of the Sandy Hook Shooting in CT. The NY Legislature couldn't pass a joint between them unless the Lemmings have something to clamor in fear about...ALL the bullshit anti-gun Laws that were shoved up our asses were done so over the dead bodies of victims, none of which would have been saved had they been in place.

I like your idea, but the implementation may be difficult, especially when you consider that a significant number of democrats are shockingly obese. Exhibits to include Nadler, James, Abrams et al.
They would serve as excellent bludgeons, but wielding them would be quite a challenge.
Actually that charge could be twisted into the mix: Higher end European Com-Bloc Flare lunching Pistols are numbered, but I HIGHLY DOUBT there are any traceable records, American Signal Guns used mostly in Marine applications are Mold Injected Plastic using a low pressure, shortened 12ga. about the same as a Roman Candle launching a single pyrotechnic Ball. Oh, back to the Charges: Un_Serialize "Handgun" in the commission of crime(s) could withstand Criminal Weapons Charges, while not in our typical imagination of "ghost gun" they're plastic, not serialized, not registered, and I highly doubt anyone involved has a Handgun Licenses....but I suppose it really doesn't matter, the DA's will plea-bargain it down to disorderly conduct for a guilty plea, fines, and fees, and if they're a Minor or Raise the Age, well Family Court will give them a stern talking to and Probation until they time out at 18.
The SP and Legislature could put out a PSA reminding People that Arson and prevention/restraint of someone committing the Crime IS subject to the use of Deadly Force, so when you decide you're going to light someone up with a fourteen hundred degree ball of burning metal just because they pissed you off, don't be surprised if someone else returns the favor with a smaller one traveling much faster.
Decades ago (maybe still true) People that couldn't have/carry Handguns in NYC would carry a Flare Gun and not much could be done about it because it was a Safety Device internationally approved and unrestricted, sort of like carrying a Fire Extinguisher...never tried it, but from the Movies it looks like you could really knock the fuck outta someone with one, and getting douched by one isn't exactly pleasant....just thinking out loud.
