Yes, any non-licensee (you) may send any firearm (or serial numbered receiver/frame) to ANY Dealer (FFL) including out of NYS. The receiving dealer needs to identify who he's getting the gun/action from, most will accept a copy of your Drivers Licenses...best to give them a call first and ask what they want from you with it. SOME DEALERS are peckerwoods and want it to come from another Dealer, and that's their prerogative, but not Law.I have a couple actions that I am selling, as a NY slave am I able to ship them directly to an out of State FFL as long as they will accept from a private party or do I have to ship them through my FFL?

Yes they will ask you what is in it when you ask for additional insurance. When I responded gun parts the UPS store wanted nothing to do with it. I told them it was just parts and nothing with a serial number or that’s controlled and they said we don’t care and you have to go to the main hub. The main hub took it no problem.
