Civilians are not limited to FMJ, and a .308 using an expanding bullet is amazingly more devastating on a target than a 5.56 NATO. The 5.56 NATO cartridge is considered just good enough to take on people sized targets. It is not overkill, and it certainly is not worse than traditional hunting cartridges. This “just good enough” property is what makes it a popular choice for home defense. With proper bullet selection .223 will penetrate far less than 00 buck out of a shotgun, and so will actually be safer for innocent bystanders than that traditional “best” option."
So go ahead and ban the 5.56/.223. Civilians will just switch back to .30-06, .308, 50BMG and you can REALLY see body parts fly.
