Every once in a while I still have to stand back and be amazed that in certain places in America they still get away with this stuff. It is you're RIGHT to make guns at home. All day everyday. They have a whole population under the impression that you're not allowed to do so.

It also counts as loaded if the gun is under one seat and there's a a couple loose rounds under the other.

Actually that IS the issue; It's not Illegal at the Federal Level to make your own gun so long as the qualifiers are observed, NYS has enacted or plans to make "80%" receivers illegal without registration and serialization.
I'll just bet that none had a Pistol Permit or even qualifications for one.
There are people who take the 80% blank, engrave it, have their Handgun Licenses amended, then proceed to make their very own Glock, Sig, 1911, etc. that's all well and good, then there are the enterprising individuals that care not for compliance, the Law, or how it's used in the end, only that THEY have a gun and will damn well use it and nobody can trace it back to where it came from.....How often have we seen the honest person taken to task over the illegal activities of those who willingly break the Law?
Government treats the citizenry as criminals that haven't been caught or convicted yet, which really discredits the premise of Innocent until Proved Guilty.
I read the Bill signed by Hokey making Gunsmiths Serialize and report to the State any "Ghost Guns" which seems to be an answer in search of a problem written by people that do not understand how a Gun Business has to be operated under Federal Licensing.
