Firearms Control Regulations Act of 1975 - Wikipedia
The Firearms Control Regulations Act of 1975 was passed by the District of Columbia city council on September 24, 1976.[1] The law banned residents from owning handguns, automatic firearms, or high-capacity semi-automatic firearms, as well as prohibited possession of unregistered firearms. Exceptions to the ban were allowed for police officers and guns registered before 1976. The law also required firearms kept in the home to be "unloaded, disassembled, or bound by a trigger lock or similar device";[2] this was deemed to be a prohibition on the use of firearms for self-defense in the home.[3] On June 26, 2008, in the historic case of District of Columbia v. Heller, the Supreme Court of the United States determined that the ban and trigger lock provisions violate the Second Amendment
I reviewed this part of the ruling and as you can see nowhere in the FCRA of 1975 is the word safe or even gun cabinet. So this is no help to those in Westchester County or other locals that require a safe. ( And No I Don't Support This Requirement! )

McDonald challenged four broad aspects of Chicago's gun registration law, which, according to the plaintiffs:[9]
- Prohibit the registration of handguns, thus effecting a broad handgun ban
- Require that guns be registered prior to their acquisition by Chicago residents
- Mandate that guns be re-registered annually, with another payment of the fee
- Render any gun permanently non-registrable if its registration lapses

the requirement that any lawful firearm in the home be disassembled or bound by a trigger lock makes iA safe would make it impossible to use, it would be no good locked up.
The Supreme Court struck down provisions of the Firearms Control Regulations Act of 1975 as unconstitutional, determined that handguns are "arms" for the purposes of the Second Amendment, found that the Regulations Act was an unconstitutional ban, and struck down the portion of the Regulations Act that requires all firearms including rifles and shotguns be kept "unloaded and disassembled or bound by a trigger lock". Prior to this decision the Firearms Control Regulation Act of 1975 also restricted residents from owning handguns except for those registered prior to 1975.

I don't see Safe here? "unloaded and disassembled or bound by a trigger lock" Sorry but I believe this would need a whole new Lawsuit with this as a reference point.

No it does not say safe but a safe would make it unusable. . make it impossible for citizens to use arms for the core lawful purpose of self-defense. This line would would fall under that. But you are right it would cost a ton of money to fight it but in the end you would win. You can not use it if its locked up, is the whole meaning of this

We are the victim of the Government electing not to sufficiently staff an office to comply with an obligation they instituted.
Imagine if the Government only authorized 1 service station to conduct annual auto-inspections. This is the same.
