Grock says it's a CST receiver. Custom Shooting Technologies. I never heard of them.
Brownells sells a 10/22 receiver with the rail integrated so does black rain.

I have one of the Brownells rail integrated BRN-22 receivers, it needed a small amount of tinkering to make it work but it's great.
80% sent out for laser (or other) engraving.
I've seen AR lowers done up with all sorts of vintage markings: One of which was a clone of a Colt SP-1 and if you didn't run the numbers through Colt and/or didn't know exactly what you were looking at, you'd make an expensive mistake.

One can easily build a 10/22 without a single part originating from Ruger...probably have a better one as well! Why do you think the first thing guys do with a 10/22 is start changing everything? Isn't shit to the receiver, could whittle one out of a block of wood that would work just fine.

Back in the days, maybe late 70's to early 80's I want to say, certain manufacturers had a trade up program. Due to the way federal law was written and the documentation required regarding receivers, you sent them your old 10/22 receiver, they would send you a newly milled one that was substantially better than the investment castings from Ruger. Back then, you did not need to go through an FFL, just straight to the manufacturer.
This to me looks like a customized Tactical Innovations Elite 22 receiver, the cuts are highly similar. Of course, there are only so many ways you can slice and dice an imitation 10/22 receiver functionally so it could be from elsewhere.
