In part they are both proxiing (sp) against the U.S.. The launch sites will be triangulated watched by a drone survey and the drone will take them out or a Moab . launcher leaves track and heat so just time.
Personally I don't believe one country has any business telling an other one what they can or not do. With Iran I'm making an exception and pretty much the whole "religion of peace".

Stabilization of the middle east is obviously more important to them, but that doesn't mean it isn't also in our interests.

Also, while Israel isnt a direct member of NATO because of geography, they aint near the north Atlantic, they have a similar agreement through some "Mediteranean Individual cooperation program" and actually has a mission in Nato HQ in Brussels. So there is likely some amount of obligation we have thru pacts.
