No, the SAFE ACT is working. Antifreeze said so.The unsafe act has ZERO impact on people who intend to do harm/commit crime. Just look at the guy who had a compliant AR and removed the fixed magazine part and went and shot up a store with it. People with bad intentions wont be stopped by laws or else we would have ZERO crime. And people always had to go through a bgc's, and the disqualifiers are still the same so the unsafe has no impact on that. Violent crime rates trend up and down and its been no different the past 20 years with only minor % points up or down in NY.
People with bad intentions will do what they want. It only hurts the good people who follow the law to avoid trouble with the law by denying our RKBA.
Living in a free society has risks and rewards. With your logic alcohol should be illegal, and driving cars should be illegal with forced mass transportation. I cant subscribe to that kind of thinking.

The law doesnt say permanent, and there is virtually no method that cant be undone for someone willing to break the law. The law does not make anyone safer except criminals. All it does is erode our rights even more than they already have. You keep equating people who want to preserve our rights to sovereign citizens but that is a false association. Even the founder knew there are limits to maintaining free society, thats why they made the BOR, with the intent to limit the govt ability to stifle the citizenry.The shooter who removed his mag lock, is precisely why the mag lock without an more permanent epoxy aid, is not going to keep you "SAFE" from LE.

The people who did not register, many did sell their guns out of state for a pittance, installed mag locks, spurs grip, etc etc, or still hide them.
No good in an home invasion as shooting a bad guy gets you a win, but possession of an AW gets you a felony.
I know that I had to register, as I basically helped the guy write it, unknowingly.
Many gun owners in NYS do not own AW's anymore, due to boating accidents on Lake Ontario.
