Stocks are arms. So are magazines, ammo, scopes/sights, and any other part designed for, and utilized on, a firearm.

Anyway you could say goodbye to the hearing protection act until 2020 after the last midterm election anyway. Won’t happen with the current congress. There’s no sense in reading too much into this one statement in this context.
